Skilled & Trained Workforce requirements

California increasingly restricts certain public works to graduates of approved apprenticeship programs — with stepped mandates that squeeze out workers who qualified under "equivalency" hours (for commercial electricians, 8,000 hours). The rules are scattered across code sections and vary in specifics. WECA tracks the current requirements and enforcement, and gives C-10 and C-7 contractors the best current advice on compliance.

WECA's solution: Accelerated Apprenticeship

For employees already performing at journey level, WECA works with member contractors to assess each individual and assign only the instruction needed to complete apprenticeship requirements and earn an Apprenticeship Certificate.

  • Must be 18+, hold a high school diploma or GED, and hold a current active Electrical Certification Card (General, Residential, FLS, and/or VDV)
  • Must pass the standard assessments: color identification, basic skills, multi-craft aptitude, and oral interview
  • Minimum of 6 calendar months in the program (longer depending on assessment outcome), under WECA apprenticeship standards including supervision requirements

Journeyperson training contributions

Required to submit training contributions under Labor Code §1777.5? Submit them directly to WECA — we're the only electrical program qualified to accept contributions for any county in California, for any Electrician sub-classification. Mail payment with our contributions form (or your own report) to 3695 Bleckely Street, Mather, CA 95655; members can pay through the portal. You'll get an emailed confirmation, and your contribution trains California's current and future electrical workforce.
